Position Title: Program Manager - Chengdu

Department/Program/ Location: China / Chengdu


SUMMARY


The Program Manager is responsible for managing the Chengdu office and for direct oversight of the “Expanding the Coverage and Strengthening the Management of Wetland Protected Areas in Sichuan Province, China”, Global Environment Facility (GEF) funded project. Conservation International (CI) is the Implementing Agency with the Sichuan Forestry Department contracted as the Executing Agency to carry out project activities on the ground. This position will ensure that the programmatic and operational requirements of the GEF and the CI GEF SEC are adhered to by the Executing Agency, review and oversee the execution of activities detailed in the project workplan and budget, and make sure that the Executing Agency is in compliance with GEF and CI GEF Secretariat policies. This position will also review technical and financial reports to ensure they are in compliance with CI GEF’s requirements. Other requirements include timely and effective communication with partners, the Execution Agency and the CI GEF Secretariat.


KEY RESPONSIBILITIES


MANAGE CI GEF PROJECT

  • Review workplan budget, technical and financial reports, clarify and query activities as needed to ensure time, scope, budget remain aligned with GEF requirements, identify delivery gaps that may require modification to the project.

  • Conduct annual programmatic field visit and regular monitoring and evaluation work, follow-up and resolution to issues identified.

  • Regular and consistent communication with CI GEF Secretariat and partners in the field and provide training to PMO staff on GEF compliance.

  • Manage project files, data and other documents as required by the project.

  • Manage the Chengdu office which has projects underway led by CI China staff

  • Assist with future fundraising for the Protected Area Program.

  • Participate in relevant workshops and training as per the request; Perform other tasks allocated by the supervisor.

PEOPLE AND RESOURCE MANAGEMENT RESPONSIBILITIES

  • Directly supervise program and project staff, which include overseeing the work of external partners.

  • Manages the program’s budget and finances.

  • Manage public or private funds; ensure compliance with donor requirements and CI policies.


QUALIFICATIONS

  • Bachelor’s Degree or above, relevant education background in conservation biology/wetland conservation management, etc.

  • 4- 6 years or more related work experience with program or project management experience, preferably in the conservation, NGO, advocacy or related for-profit arena.

  • Strong technical and analytical skills.

  • Strong organization and time management skills.

  • Up to 2 years experience supervising others including multi-disciplinary teams.

  • Team player and able to work effectively with diverse works groups in a multicultural environment.

  • Excellent written and verbal communication skills in Mandarin and English.

  • Success in influencing and partnering with key stakeholders.

  • Proven ability to multitask and meet priorities. Comfortable working in a fast-paced environment with changing priorities and under minimal supervision.

  • Strong understanding of Chinese protected area Policy and familiar with the Chinese Government.

  • Self-motivated and innovative; able to work under pressure with a team of people and meet deadlines.

  • Strong sense of responsibility.

 

WORKING CONDITIONS

  • Occasional travel of 20% or more as needed.

  • Ability to work in remote locations or under difficult working conditions.
