SUMMARY
The Program Director, CI China provides strategic oversight and programmatic direction for conservation programs and projects of CI China. S/he is responsible for overall program management and ensuring that program strategies, initiatives and outcomes advance CI’s organization-wide goals and priorities in China, through designing and delivering program and conservation strategies, proposal development, project implementation and management, technical oversight and monitoring, and capacity building. The Program Director directly manages program staff and project teams, coordinate with outside partners and stakeholdersespecially governments, and ensures compliance with CI policies, program and funding agreements and China’s requirements.


KEY RESPONSIBILITIES


STRATEGIC DEVELOPMENT AND DELIVERY


  • Supports the development organizational strategies and action plans of CI-China;

  • Leads the development of program strategies, objectives, work plans and metrics, particularly focuses on marine program, and ensures they are aligned with the Five Year Plan of CI-China and global strategies.

  • Work across units to ensure that program activities are aligned with CI’s conservation and division priorities. Effectively engages relevant teams and offices with CI and stakeholders including donors, government andNGOs, technical colleagues and other partners important to program success.

  • Participate in various internal and external meetings, workshops, conferences and trainings as resources allow, to represent CI China on programmatic subjects and discussions.


PROJECT DEVELOPMENT, IMPLEMENTATION AND MANAGEMENT


  • Identify opportunities for program growth and development. 

  • Regularly partner with CI and HQ staff on funding proposals and regional/global fundraising efforts.

  • Oversee and ensure the programs and projects, with a particular focus on marine ones, operate within the policiesand procedures of the organization and comply with donor requirements, including proper burn rates. 

  • Support the implementation of the GEF funded wetland project in Sichuan.

  • Monitor, measure, interpret, and share results on a regular basis. 

  • Distribute financial and progress reports; identify and implement refinements in work plans and strategies. 

  • Lead information sharing and cross collaboration. 

  • Build stakeholder understanding and support through proactive communication efforts and related communication materials.


PEOPLE AND RESOURCE MANAGEMENT


  • Directly supervise program and project staff, including overseeing the work of external partners.

  • Identify capacity gaps and capacity building needs. Implement and monitor efforts to address capacity gaps.

  • Manages the program’s budget and finances.

  • Manage public or private funds; ensure compliance with donor requirements and CI policies.


ADDITIONAL RESPONSIBILITIES


  • Assists in the organizational tasks and processes of CI China, including the annual MOU with National Forestry and Grassland Administration and the work planning and reporting of the annual statutory processes according to the foreign NGO law.

  • Perform related duties as assigned by the supervisor.


QUALIFICATIONS


  • Bachelor’s Degree and 7 years or more related work experience. Advanced degree preferred.

  • Program or project management experience, preferably in the global conservation, NGO, advocacy or related forprofit arena.

  • Excellent technical and analytical skills.

  • Excellent organization and time management skills.

  • 2 – 3 years experience supervising others including multi-disciplinary teams.

  • Team player and able to work effectively with diverse work groups in a multicultural environment.

  • Excellent written and verbal communication skills.

  • A record of success in influencing and partnering with key stakeholders and raising funds.

  • Proven ability to multitask and meet priorities. Comfortable working in a fast-paced environment with changingpriorities and under minimal supervision.

  • Fluency in English required.


WORKING CONDITIONS
Local and/or international travel of 30% or more, often in difficult travel conditions.

Ability to work in remote locations or under difficult working conditions.
