保护国际基金会(CI)于2002年开始在中国开展项目,业务主管单位为自然资源部国家林业与草原局,是新境外非政府组织管理法出台后第一批在公安部成功注册的国际非政府组织之一,CI总部位于美国阿灵顿,全球员工900余人,与全球2000多个合作伙伴紧密合作。

主要职责

淡水项目经理将负责CI在中国的淡水和湿地相关项目,重点关注鄱阳湖和长江流域。该职位将管理一系列不同的项目和活动,确保项目成果和目标的实现并促进CI机构战略的执行。该职位的主要职责包括建立和维护伙伴关系,制定和实施保护战略和计划,开展项目管理、技术监督、监测评价和能力建设,并确保相关项目和活动符合CI内部规定、项目协议以及当地要求。

具体职责

  • 制定项目战略、目标、工作计划、预算和指标,重点关注淡水和湿地;

  • 根据战略、指标、工作计划和预算,对制定项目开展包括技术监督、实施支持、监测和报告等在内的项目管理和执行;

  • 根据CI规定、项目协议和当地要求开展项目预算和财务管理;

  • 促进信息和知识共享,制定相关说明、信息和沟通材料,获取相关方的支持,举办会议和其他活动来分享最佳实践和相关经验;

  • 有效地与各相关方(捐助者、政府、研究机构、NGO和其他合作伙伴)开展合作;

  • 代表CI在项目地开展相应的沟通联络;

  • 积极寻找机遇促进项目长期发展及资金可持续性,与CI中国和总部相关同事合作,提出项目设想及建议,为项目开发工作做出贡献。

  • 履行分配的其他相关职责。

其他责任

  • 协调项目地淡水及湿地科学研究及评估工作,包括与利益相关方联络并记录反馈意见;

  • 与地方合作伙伴和主要利益相关方建立并保持合作关系,组织与项目地淡水及湿地科学研究与评估有关的技术和非技术研讨;

  • 与其他淡水科学评估工作人员合作,加强科学评估的数据基础。

要求

  • 本科以上学历, 4-6年以上相关工作经验;

  • 项目或项目管理经验,最好是在自然保护、NGO、宣传倡导及其他相关领域;

  • 较强的技术和分析能力;

  • 较强的组织和时间管理能力;

  • 具有团队合作精神,能够在多元文化环境中与不同的工作团队有效合作;

  • 优秀的书面和口头沟通能力;

  • 与相关方合作并开发项目的能力;

  • 执行多任务和满足优先事项的能力,在快节奏和变化中工作,且在较低限度监督下独立工作;

  • 中文母语,英语熟练。

Position Title: Freshwater Program Manager, CI China

Location: Nanchang, Jiangxi Province

Conservation International (USA) Beijing Representative Office is registered with Beijing PublicSecurity Department under the Overseas NGO Management Law of China (“CI China”). 

SUMMARY

The Freshwater Program Manager, CI China, oversees freshwater and wetland-related programs or projects of CI in China, focusing on the Po Yang lake and widely the Yangtze River Basin. S/he manages a diverse set of activities and projects to ensure that program outcomes and goals further Conservation International’s (CI’s) human development and conservation priorities. Duties include building and managing relationships, developing and implementing program and conservation strategies, project management, technical oversight, monitoring and capacity building. The Freshwater Program Manager ensures compliance with CI policies, program and funding agreements, and local requirements.

KEY RESPONSIBILITIES

  • Develop program and project strategies, objectives, work plans, budgets and metrics,

    focusing on freshwater and wetlands

  • Undertake the management and implementation of assigned projects, as per the strategies, metrics, work plans and budgets, including technical oversight, implementation support, monitoring and reporting.

  • Manages  project budget and finances, in compliance with CI policies, funding agreements and local requirements.

  • Promote information and knowledge sharing. Build stakeholder understanding and support by developing fact sheets, statistics, and related communication materials. Hold conferences and other events to share best practices and lessons learned.

  • Effectively engage stakeholders including donors, government, research institutions, NGOs, and other partners important to program success.

  • Represent the organization externally and serve as a trusted point of contact for CI China.

  • Identify opportunities for program growth and development and support program financial sustainability by identifying funding opportunities. Partner with CI China and HQ staff on funding proposals and contribute to regional/global fundraising efforts.

  • Perform related duties as assigned.

Addititional responsibilities

  • Coordinate the FHI assessment process in the Poyang Lake basin, including liaising with and documenting feedback from stakeholders

  • Build and maintain relationships with collaborators and key stakeholders (public and private) in Jiangxi province, and convene both technical and non-technical meetings pertaining to the Freshwater Health Index assessment of the Poyang Lake basin

  • Work with other FHI staff to identify datasets relevant to Poyang Lake and freshwater

QUALIFICATIONS

  • Bachelor’s Degree and 4-6 years or more related work experience.

  • Program or project management experience, preferably in the conservation, NGO, advocacy or related for- profit arena.

  • Strong technical and analytical skills.

  • Strong organization and time management skills.

  • Team player and able to work effectively with diverse works groups in a multicultural

    environment.

  • Excellent written and verbal communication skills.

  • Success in influencing and partnering with key stakeholders and raise funds.

  • Proven ability to multitask and meet priorities.  Comfortable working in a fast-paced environment with changing priorities and under minimal supervision.

  • Native Chinese speaker with fluency in English.

WORKING CONDITIONS

  • Occasional travel of 30% or more as needed.

  • Ability to work in remote locations or under difficult working conditions.
