Position Title: GEF Finance and Grants Manager

Department/Program/ Location: Operation / China / Chengdu


SUMMARY


The GEF Finance and Grants Manager is responsible for performing a range of financial-related duties under the direction of Operation Director. This position is to ensure GEF project and China Program has a solid and transparent procedure on grants making, project/contract implementation and project financial reporting, and at the same time, meet all internal and external requirement with no exception. Also, the GEF Finance and Grants Manager maintains financial records and archives and assists with related operation and administrative duties as assigned.

The GEF Finance and Grants Manager assists in responding to queries, trainings and provides support for the efficient handling of financial and grants related functions. S/he acts as a liaison with GEF project team, division and HQ finance and grants staff to ensure best practices are in place and followed.

This position does not manage staff. Duties are performed under general direction and subject to general review.


KEY RESPONSIBILITIES


  • GEF project procurement oversight, including grantee’s procurement process, plan and related procurement document, selection justification, contract and payment;

  • Review GEF project related invoices, financial transactions, and recurring/non-recurring journal entries.

  • Review GEF transactions for completeness, accuracy, proper documentation and approvals, and compliance with CI policies and GEF requirements.

  • Review GEF related forecast/budget,  financial report and grant requests prepared by Grantee, and provide the advice to ensure all GEF requirements are met.

  • Provide support and act as a liaison for financial matter of GEF Projects, including working with local partner on the implementation of GEF project.

  • Provide financial training and guidance to internal and external stakeholder in relation to GEF project.

  • Identify and report the risk, if any, during the implementation of project and coordinate on the risk control and mitigation procedure.

  • Maintain Vendor Master File and Contract Master File to ensure relevant functions are complied with the internal and external requirement.

  • Coordinate and complete the process of vendor creation, contract creation and execution, invoice and payment initiation to ensure the business flow in the proper way.

  • Liaise with CI-GEF staff based in HQ to provide updates on project progress to assure proper monitoring of grantee

  • Conduct Financial Site Visits to the grantee annually, follow-up and find resolution to issues identified and report progress/findings to the CI-GEF Agency

  • Perform other related duties as assigned.

People and resource management responsibilities 

  • This position does not manage staff but assists less-experienced peers.

  • Not responsible for managing an individual budget or public or private funds but reviews for compliance with CI and GEF policies.


QUALIFICATIONS


  • Bachelor’s degree in Accounting, Finance or related field preferred.

  • 4-6 years experience accounting, finance or related work experience.  

  • Fluent with accounting principles, processes and standards.

  • Experience preferred in Grants and contracts Management area.

  • Experience with accounting and financial reporting systems and software.

  • Strong Microsoft Excel and analytical skills.

  • Strong communication and presentation skills including the ability to effectively convey complex details or technical information.

  • Attention to detail, highly organized, ability to prioritize and multitask and meet deadlines in a fast-paced environment.
